Adapting to a duty based model
The Victorian Government is changing the way extractive industries are regulated from 1st July 2027. The new regulations require operators to assess their site risks, and apply to Resources Victoria for a risk ranking to determine the level of regulation applicable.
Resources Victoria will be placing an emphasis on data reliability, and each application will need accompanying evidence to review and verify the level of risks posed to public safety, infrastructure, and the environment.
Given the spatial nature of mining and quarrying, geospatial data and mapping are an essential component of risk assessment and risk management on-site. High-quality geospatial datasets provide transparency, support auditability, and help demonstrate to regulators that risks are being actively managed and aid in reducing bond liabilities.

Risk-based regulation
The move to a duty-based regulatory model will place greater emphasis on how risks are managed across the lifecycle of extractive operations. For quarry and mine operators, this creates a need for clearer site understanding, stronger risk evidence, and more efficient compliance processes.
Our services help bridge that gap. We work with clients to identify hazards, assess operational risk, and prepare the supporting information needed to respond to the new framework. By combining practical site knowledge with the reliability of precise geospatial data, we help make the compliance process clearer, more efficient, and better positioned to meet regulator expectations.
Whether you are preparing for a new approval, updating site documentation, or responding to changing regulatory requirements, we can help you adapt with confidence and reduce unnecessary administrative burden.
